Letter reveals imaginary reactionary scenarios

A letter sent to civilian prosecutors by a military officer who participated in operations to destroy documents in Col. Dursun Çiçek’s office contained a dossier named “Çorum” in which a document titled “Tunç” contained information about fictitious reactionary scenarios.

The scenarios label the individual that is targeted in the plans as individual “A,” as an example. Under each description of the scenarios there is a section titled “The example event constitutes the following actions and plan” in which the crimes the actions will constitute are determined, and the points that must be paid attention to when collecting documents that will lead to these crimes are underlined.

Scenario 1: Reactionary plan

- Before making any interventions, individual A’s home must be monitored and photographs and video recordings must be taken of the people that come and go to the home, visitors must be monitored and their identities must be determined without them knowing.

- Efforts must be made to seize various documents such as papers, books, magazines, CDs, and voice and visual recordings belonging to the religious community and documents, papers and information such as receipts and bills belonging to followers and companies that provide financial support.

- Whether a building which students use as a guest house has the proper licenses must be determined and photographs must be taken.

- To document that followers refer to individual A as “sheikh,” it must be written in their statements that they do. Instruments like the “tambourine” they use in worship ceremonies must be noted in records. To prove that children are given Quranic studies, photographs of books with religious content, puzzles of the Arabic alphabet, as well as prayer beads, religious caps, rahle or special tables to read the Quran, chalk boards, prayer rugs and religious costumes must be taken and a detailed description of the items must be put into the record.

Scenario 2: Not sending children to primary school and giving them religious education in violation of the laws and regulations

- Evidence (e.g. Arabic alphabet, religious cap, prayer rug, etc.) that Quran is taught at the institution must be obtained

- The time when reactionary education is taught to children must be determined and the operation must be done exactly at that time to catch them in the act.

Scenario 3: Holiday plan

- It has been informed that a group of five to six people are going door to door collecting charity money and the skin of animals sacrificed for the holiday without giving any receipts

- It has been reported that these people introduce themselves as Turkish Airline workers.

Scenario 4: Witchcraft plan

- If the operations cannot be conducted simultaneously, a female staff member or civilian who will be responsible for recording the actions with hidden cameras can be assigned a few days before the operation is executed.

- In cases when a female staff member cannot be assigned in the police station, the provincial and district Gendarmerie Commands must be informed.

Scenario 5: Publication plan that includes reactionaryism

- Discourses that according to the current laws Turkey does not have a religion, that a Muslim country cannot be secular and that secularists are faithless will be made on a radio station that broadcasts religious programs.

Scenario 6: Religious marriage issue

- An individual that is officially married will be presented to have more than one wife even though he does not have a marriage contract. In this way, a crime will be performed.

Scenario 7: Imam to encourage people to commit crimes

- The imam of a village will make an announcement from the mosque’s speakers a few times in a row saying: “Attention people. This is not the prayer recited before the Friday prayer. Quran courses are being shut down. I send my condolences to the Muslim world. Our religion is being lost. What kind of Muslims are you. Who is going to conduct this funeral.” In the initial study conducted in the area by the commander on patrol, it will be discovered that that village imam did not endorse the eight-year mandatory education practice. The commander will determine that the imam has previously shared with the community his views that the education practice is a policy to shut down Quran courses, that if the locals do not send their children to Quran courses they will no longer be Muslim and that the modern law is the law of infidels.
