Strategy for peace

Both the PKK and the state must lay down their arms and the state must stops its operations against the PKK.” This suggestion is no peace strategy; instead it is one of the stages of a civil war strategy. How can a state and a terrorist organization have equal conditions for sitting down to negotiate? A state has its law and Constitution as a reference, while the only reference a terrorist organization has its bloody plots and murders. What I think is that Turkey already has a peace strategy and that strategy is clear in its Constitution. Terrorism, after all, is not something that can be ended with blood bargaining, but with both parties’ showing a determination to make sacrifices unless these sacrifices are against their own principles.
