Strategy for peace

It is clear that Turkey’s terror problem requires a strategy for maintaining social peace. One of the common suggestions for a strategy is that “if you want to get rid of terrorism on your lands, then sit at a table with the terrorists and negotiate.

Both the PKK and the state must lay down their arms and the state must stops its operations against the PKK.” This suggestion is no peace strategy; instead it is one of the stages of a civil war strategy. How can a state and a terrorist organization have equal conditions for sitting down to negotiate? A state has its law and Constitution as a reference, while the only reference a terrorist organization has its bloody plots and murders. What I think is that Turkey already has a peace strategy and that strategy is clear in its Constitution. Terrorism, after all, is not something that can be ended with blood bargaining, but with both parties’ showing a determination to make sacrifices unless these sacrifices are against their own principles.
