Northern Cyprus says has Plan B if unity talks fail

Turkish Cypriot authorities are preparing a unilateral "Plan B" for northern Cyprus should long-running talks on reunifying the divided Mediterranean island founder, according to a senior envoy for  the Turkish Republic of Northern Cyprus (KKTC). 

Kudret Özersay did not elaborate what form the action might take; but Turkish media have suggested northern Cyprus might allow Greek Cypriots to reclaim property in Varosha, a seafront town seized by Turkish troops in a 1974 intervention triggered by a Greek-backed coup intended to unite the island with Greece.    

Varosha, with its decaying high-rise hotels, now stands abandoned and fenced off, patrolled by Turkish troops monitoring the demarcation line with Greek Cyprus. Reclamation of buildings by Greek Cypriots who fled the fighting, or their descendants, could mark a breakthrough in relations between the two sides.    

 Varosha, in the north-east of the island, has generally been regarded as a potential diplomatic bargaining counter for Turkey in contacts with Greek Cypriots over the future of the island.    

"(While) comprehensive settlement talks continue, I do not believe something can be done about Varosha," Özersay said, in a response leaving open the possibility of change in the town's status should the talks collapse.        

He said Turkish Cypriots remained willing to participate in a wide-ranging settlement with the island's larger Greek community in the south but were ready to act alone if no way forward could be found.    

Efforts to reunite the island have repeatedly failed, with the latest negotiations, launched in 2008, hitting an impasse over fraught issues such as the return of property to internally displaced islanders.    

 Özersay, a special representative for KKTC leader Derviş Eroğlu, said northern Cyprus would act in line with international law.    

"Whatever we are going to do we will aim at creating confidence between the two communities, even if the Greek Cypriot leadership is not willing," he said in an interview in London.    

"We are not going to do something which will make (the relationship) worse," he added.    

Such comments appear to rule out Turkish annexation of Northern Cyprus.

Turkish governments have in the past, at times of tension with Greece or Greek Cypriots, held out the possibility Ankara could annex KKTC, scotching all hope of reuniting the island.

Delaying tactic

Turkey currently has about 30,000 troops on the island, a presence that arouses particular unease in the Greek south. There has occasionally been talk of a symbolic reduction in strength to help ease co-operation.    

Last month, United Nations chief Ban Ki-moon scrapped plans for an international conference on the Cyprus issue, saying the two sides had failed to make adequate progress on proposals to bring them together under federal power-sharing umbrella.    

Time is running out for the negotiations as the Greek Cypriot government faces the dual distraction of taking over the revolving six-month European Union presidency on July 1 and its own presidential elections in the new year.    

Özersay said the slow-moving peace talks were being used as a delaying tactic to block any measures that might improve the position of Turkish Cypriots, cut off from the international community by their lack of recognition as a separate state.    

 "The talks are being abused by the international actors and by the Greek Cypriot side in order to maintain the ongoing status quo on the island which is damaging for the Turkish Cypriots and we want this status quo to change," Özersay said.    

He said Greek Cypriots had rejected out of hand a Turkish Cypriot proposal that the two sides collaborate on the development of its natural resources, including newly discovered offshore gas fields, on the grounds this would be an issue for the proposed federal government.    

"They used ongoing talks as an excuse not to cooperate with us," he said.    

Cyprus was divided when Turkey intervened after a Greek-inspired coup seeking to annex the island to Greece. Seeds of conflict were sown earlier, prompting the dispatch of a UN peacekeeping mission, now one of the world's longest-serving, in 1964.

@Johan, when the lives of our brothers are at stake, than we don't care about no treaty nor convention. We only care about their lives and existence. A valuable lesson for every country with a Turkish minority. Cyprus lost it's legitimacy at the moment they started killing Turkish Cypriots.

Varosha is a wasteland after 38 years of being kept vacant behind Turk barbed wire. It would take many Billions of Dollars to make it habitable again. Turkey needs to pay the cost of rebuilding this once scenic paradise, since it's their responsibility for what happened.

All Turkey has to do to resolve the Cyprus situation is comply with UN Resolution 550 and withdraw it's military and the illegal Anatolian settlers from that nation-and give back the private property it stole from Cypriot. In other words, obey the law. Any half-measures are rubbish.
