YÖK rejects prosecutor's request to investigate ÖYSM head over exam claims

The Higher Education Board (YÖK) on Thursday rejected a request by a prosecutor to investigate the president of the Student Selection and Placement Center (ÖSYM) over allegations of exam fraud.

The Ankara Prosecutor's Office announced in May that it had found no traces of cheating after allegations surfaced of a secret code being used in the booklets of the Transition to Higher Education Examination (YGS) that was held in late March, declaring a lack of grounds for further legal action. However, the Ankara Prosecutor's Office asked for permission to investigate ÖSYM President Demir.

The YÖK General Assembly convened on Thursday to decide whether to allow the prosecutor to investigate Demir or not and rejected the request. A preliminary report prepared by a commission within YÖK was submitted to the assembly during the meeting. The report called for disciplinary action against the embattled president of the center instead of legal action. The report also said no legal offenses could be found in Demir's actions, but also indicated that a disciplinary investigation should be launched into his actions for possible administrative faults.

Demir has been under fire over allegations that a code was used in the YGS booklets to reveal correct answers when read by someone who knows the code and without having to read the questions. The claims led to increased pressure on the ÖSYM and its head to find if such a code had indeed been used in the exam. ÖSYM President Demir denied the allegations, saying only the press copy delivered to journalists had included coded answers.

 

YÖK President Yusuf Ziya Özcan earlier signaled that he would grant the necessary permission. “We have allowed such investigations in the past,” he said in televised remarks, underscoring that Demir will not receive preferential treatment. “If it is proven that any student was treated unjustly [during the YGS], he will resign,” Özcan noted.
