Firms to employ 5 Turks for every foreign recruit

The Ministry of Labor and Social Security has introduced a new regulation requiring businesses to provide jobs for five Turkish citizens for every foreign worker they employ.The ministry released a notification on Tuesday announcing the bylaws of a recent law determining the new rules for work permits for foreign individuals in Turkey.

According to the new regulations, companies will be required to employ five Turks for every non-citizen worker within six months prior to date of applying for a work permit. If a company wants to employ more than one foreign worker, it will have to recruit five more Turks for every non-citizen. The law entered into effect on Tuesday.

In occupations that require technical mastery and special skills, as well as in the entertainment, tourism, and animation sectors, having 10 local workers will be sufficient for companies that wish to employ more than two foreigners.

The law will not apply to work permit applications from Turkish representatives of foreign airline companies and education institutions. It also does not cover foreign individuals employed in housekeeping. In addition to this, the conditions set out in the Turkish Citizenship Law and the conditions in the decree over the organizational structure and missions of the Press and Information General Directorate will not apply to associations and foundations.

The new regulations also cover wages for foreign workers, which cannot be higher than 6.5 times the minimum wage for high-paying jobs such as pilots, engineers and architects or exceed 1.5 times the minimum wage for low-paying jobs, such as housekeeping.
