Public institutions rein in expenditures in first half

Among 50 public institutions included in the central administration budget, seven have consumed majority of their allocations, while another one exceeded its original allocation sevenfold in the first half of the year. The remaining 47, deciding to err on the side of caution, bridled their spending.

According to the Finance Ministry’s data on public expenditures for the first six months of 2010, the General Directorate of Social Assistance and Solidarity (SYDGM) spent TL 82.68 million in the first half of the year despite its initial allowance for the year only being TL 11.93 million in the central budget.

The Agriculture and Rural Affairs Ministry’s expenditures in the first six months amounted to TL 5.44 billion, 71.1 percent of its initial allocation of TL 7.64 billion. The Ministry of Public Works and Settlement was the other institution that spent most of its share of the budget. The budget envisaged a spending limit of TL 774.45 million for the ministry but it had already consumed 58.9 percent, or TL 455.89 million, of this by the end of June. The other institutions that exceeded the mid-point of their allocations in the first half of the year included the Directorate General of Press and Information (BYEGM) (55.6 percent), the Ministry of National Education (51.9 percent), the Directorate of Religious Affairs (51.7 percent), the Revenues Administration (GİB) (50.8 percent) and the Finance Ministry (50.2 percent).

The thriftiest institutions were the State Planning Organization (14.8 percent), the Ministry of Industry and Trade (19.7 percent) and the Agriculture Reform General Directorate (23.7 percent).
