The General Directorate of Electrical Power Resources Survey and Development Administration (EİE), a unit of the ministry, has prepared a draft Energy Efficiency Strategy and sent the document out for further opinions and review. The draft points out that the primary goal of the strategy is to make Turkey one of the lowest per-capita energy consuming countries, specifying a 2023 target of producing $1,000 of GDP by using 225 liters of energy, down from 282 liters in 2000.
According to the draft, the EİE will support Efficiency Increasing Projects (VAP). Furthermore, the Housing and Development Administration of Turkey (TOKİ) will use renewable energy resources in its projects. New housing projects will be required to comply with energy efficiency standards in order to secure permits. The target for 2023 is for at least 10 million houses to be in accordance with the minimum standards.
Furthermore, energy efficiency will be the priority for transportation route planning inside cities, including constructing bicycle paths in places where the terrain makes bicycle commuting possible. A carbon exchange will also be established, the report says, for which a strategy draft will be released by the end of the first half of 2011.
