Over 60 percent of schools given priority for quake reinforcement

Over 60 percent of schools in Turkey have been given priority for reinforcement against earthquakes, an Education Ministry official noted at a parliamentary meeting on Wednesday.
A parliamentary research commission formed for earthquake management gathered Wednesday under the chairmanship of Justice and Development Party (AK Party) İstanbul deputy İdris Güllüce, with representatives of various institutions also participating in the meeting.

The ministry’s investments and facilities department head, Salih Altınay, said 64 percent of schools in Turkey have been earmarked to be reinforced against earthquakes first, while 15 percent of schools have been assigned second priority. He also noted that 12 percent of schools have already been strengthened and 9 percent do not need any extra work.

“A total of $10 billion is needed to reinforce all schools against earthquakes,” Altınay stated during the meeting, adding that the data are based on observations and that more detailed fieldwork is needed for precise results.

Other commission members criticized all the schools not having being examined. “We have to think seriously if we have been unable to carry out the examinations in 10 years,” AK Party Düzce deputy Metin Kaşıkoğlu said. He also claimed that the resistance of all schools to earthquakes could be determined more speedily.

Representatives from other institutions also gave information about the situation regarding their buildings. Housing Development Administration of Turkey (TOKİ) Deputy Chairman Ercan Tıraş said TOKİ buildings have been constructed in accordance with all earthquake-related regulations.

Representatives from the Turkish State Railways (TCDD), the Security General Directorate, the Culture and Tourism Ministry and the State Planning Organization (DPT) also informed the commission about their earthquake preparations.

Metin Tahan, the deputy general director of the General Directorate of Railway, Port and Airport Construction (DLH) said there were no technical regulations concerning earthquakes in coastal construction before 2007 and that they had built their buildings according to the regulations after 2007.

Col. Okday Erdem from the Defense Ministry said they had examined 2,286 buildings affiliated with their ministry, noting that dangerous buildings had been reconstructed, while 1,500 others needed strengthening.
