Çongar: Sick minds within military play sick games

One of the main authors of the Taraf daily’s report on the military scenarios against the government codenamed “Sledgehammer” has said the plans could only have been prepared by “some sick minds within the military.”

The seditious document, titled the Balyoz (Sledgehammer) Security Operation Plan, was drafted in 2003, shortly after the Justice and Development Party (AK Party) came to power, and one of the its masterminds was retired Gen. Çetin Doğan, who commander of the 1st Army at the time.

After Taraf’s revelation of the plan, Gen. Doğan was quoted in the media as saying that the news was the product of “sick minds.”

Asked by Today’s Zaman about Gen. Doğan’s reaction, Taraf’s Yasemin Çongar said it was indeed revealed that some sick minds in the military play sick games.

“In a military game plan, will you categorize real people, for example, a diplomat, and indicate how you will use that person? Will you say that the military will enter the Prime Ministry and indicate the names of diplomats who are going to be arrested first? Will you indicate the names of several journalists who will be detained? Will you indicate the names of the provincial governors who will and will not remain on duty? Will you indicate the names of the members of the judiciary who will be appointed commanders of martial law?” Çongar asked to emphasize how detailed and how political the plans were. She also said there are numerous examples she can give from the plan about how the bureaucracy would be restructured at the time of a military coup. “There is also the government program of a new leadership to be established after the coup. How come this is a military game? The underlying political text is that there is a program for a new government,” she added.

There are also texts regarding international relations of the country and what countries Turkey will end its relations with, she said. “In addition, which private organizations are going to be made state organizations again are there as well. Moreover, it talks about which policies will be changed. These should not be the role or duty of the military under any circumstances,” she said.

Gen. Doğan told an Internet news portal, t24.com, on Thursday that the plan was prepared with the knowledge of army generals and in accordance with the Protocol on Cooperation for Security and Public Order (EMASYA), which allows military operations to be carried out for internal security matters under certain conditions without authorization from civilian authorities.

Appearing on a news program on Star TV the same evening, the general contradicted his earlier statements and accused Taraf of working to discredit the armed forces.
