14 January 2010 / TODAY’S ZAMAN, İSTANBUL
Five companies have obtained specifications for the tender to be held by the Turkish Soccer Federation (TFF) for the rights to broadcast the Turkish Super League First League matches live for the next four seasons.
According to TFF officials, Digitürk, Doğan TV, NTV, the Turkish Radio and Television Corporation (TRT) and Türk Telekom have obtained the tender specifications for TL 20,000. The applicants are required to submit their bids in closed envelopes to the TFF’s Media Rights Tender Commission by 11:00 a.m. today in the presence of a notary public. On the tender day, tenders concerning packages A, B and C will be held, respectively.

The TFF requires applicants to submit their bids separately for these three different packages. Having set $267.9 million as the total estimated price, the TFF has also fixed the starting price at $214.3 million for package A, one year of live broadcasting rights for Super League matches. The successful bidder will be able to air live broadcasts without any technological restraints. In other words, it may be able to choose TV, cellular phones and/or the Internet as the medium for its live broadcasts. Furthermore, it will be allowed to engage in sublicensing, thus assigning some of its rights to third parties.

Package B consists of 15-minute-long video clips of live broadcast Super League matches and three-minute video clips of other matches as well as the live broadcast of League A matches. The successful bidder for this package will be able to use the 15-minute clips only once. The estimated price for this package is $40.2 million. Package C, whose estimate price is announced as $13.4 million, consists of the rights to broadcast three-minute video clips of matches via mobile tools. Thus, the estimated price for the three packages amounts to $267.9 million.

The TFF noted that the broadcast prices are net figures and that the successful bidder will separately pay the TFF’s legally allocated 10 percent share, 2 percent organization share and the value-added tax (KDV).

Package A to see real competition

In its previous statements, the Clubs Union had indicated that their estimated price for the rights to broadcast Super League matches live is $400 million. On the other hand, the TFF has offered $267.9 million as its estimated price, which also includes League A. If the tender sees increased competition, it is very likely for the Clubs Union’s estimate to hold true. The tender will be held at 11:00 a.m. today at the headquarters of the TFF in İstinye, İstanbul.

The most likely candidate for package A, which contains the right to broadcast live the Super League matches, is Digitürk, the current broadcaster. Lig TV, which is the main component of Karamehmet Group’s digital broadcasting platform, Digitürk, currently broadcasts Super League matches live. It is rumored that Digitürk is ready to pay $250 million for the tender. The main contenders for package B include TRT and NTV. It is said that these two companies may collaborate for this package. In the past, TRT had made a similar partnership with Digitürk. TRT currently has the right to broadcast 15-minute video clips and taped matches.

The state-owned broadcaster is preparing to launch new sports channels and had acquired the two-year broadcasting rights for the Turkish Cup. The name sponsorship rights of the cup had been sold to Ziraat Bank for $4.5 million. TRT also acquired the rights to broadcast the 2010 World Cup, which will be held in South Africa. This tender’s new component, package C, has Türk Telekom as its biggest contender.

40-fold increase in 16 years

The first tender for rights to broadcast matches was held for the 1994-1995 soccer season. The first tender had been won by five broadcasters with a total income of $7.2 million. But the value of the league increased in every tender. After 16 years, the price of the Super League broadcasts rose by about 39 times to reach $280 million. Currently, there are indications that its price will jump further in the current tender.

Digitürk, which has held Super League broadcasting rights for the last 10 years, has paid about $1.72 billion in total for these rights. While the total number of its subscribers is 2.3 million, the number of subscribers to Lig TV is 800,000.
