New arrangement set up for used machinery imports

28 December 2009 / TODAY’S ZAMAN, ANKARA
The Foreign Trade Undersecretariat has introduced a new regulation for second-hand, used and remanufactured machinery imports with the aim of protecting local manufacturers and facilitating investment for businessmen.

While the arrangement allows used machinery that is not manufactured in Turkey to be imported without obtaining permission, businessmen will be allowed to import from other countries machinery that is also produced in Turkey if there is no significant objection from Turkish manufacturers.

With the new arrangement, the trade of used machines has also been prevented. Furthermore, a mechanism has been established to audit imported used machines after their assemblage. A new “multi-auditing system” has been introduced in the importation of used machines that are also manufactured in Turkey. A certificate of permission from the Foreign Trade Undersecretariat General Directorate will be required to import used or remanufactured machines that are also produced in Turkey. Noting that many businessmen are forced to import used machines instead of investing in new ones because the prices of new machines are prohibitive, officials emphasized that machines that are almost new and have a value of up to 60 percent of new ones can be imported without obtaining permission.
