Mother found at fault in report on death of 5-year-old

In the second expert report on the death of a 5-year-old girl two years ago, the mother of the girl has been found at fault for not holding her daughter’s hand firmly, Turkish dailies reported yesterday.

Dilara Dumrul died after she fell through a manhole in the Bahçelievler district of İstanbul that had been covered only with cardboard by the İstanbul Waterworks Authority (İSKİ). In the first expert report, the mother had not been mentioned and construction supervisor Erol Balcı, who was responsible for the İSKİ project using the manhole, was found to bear the most responsibility for the incident. The second report also found Balcı to be primarily responsible for the tragic incident but it found the mother, Edibe Songül Dumrul, to be partly at fault as well.

Noting that the mother needed to hold her daughter’s hand firmly and to carefully check where her child stepped, the report said when the fact that the incident took place at a construction site, where such risks are normally higher than in other places, was taken into consideration, Dumrul could be counted as responsible in the third degree.
