Çiçek could be discharged at YAŞ meeting in December

There is a growing expectation both with the government and civil society that Col. Dursun Çiçek, whose name appears on a plot aimed at undermining the power of the governing party and Gülen movement, will be discharged from the Turkish Armed Forces (TSK) at the upcoming Supreme Military Council (YAŞ) meeting slated for December.

The original copy of the plot was mailed to an İstanbul prosecutor on Friday by a military officer whose name was not made public. An examination by the Council of Forensic Medicine (ATK) in İstanbul showed that a signature found on the copy was that of Col. Çiçek.

The government has voiced its expectation of a new investigation into the suspected plot. A past investigation by the Military Prosecutor’s Office had concluded that the document was not prepared at General Staff headquarters. Ruling Justice and Development Party (AK Party) Deputy Chairman Salih Kapusuz said his party expects legal bodies to fulfill their responsibilities, adding the YAŞ meeting scheduled for December is of high importance.

“Turkey is a country governed by the rule of law. Each institution should fulfill its responsibility in accordance with the separation of powers. We will follow developments [on the plot]. We will watch legal bodies fulfill their responsibilities. The process closely concerns the TSK. In this context, the YAŞ meeting in December is of high importance,” Kapusuz told Today’s Zaman.

Col. Çiçek was neither discharged nor promoted at a YAŞ meeting in August. His lack of promotion was read as a reaction to the controversy he stirred up that resulted in negative publicity. The colonel had been waiting to be promoted to admiral for the last three years. Kapusuz also called on the General Staff to reveal the truth behind the suspected plot. “Those who called the plot a ‘piece of paper’ and a ‘photocopy’ should make the issue clear, this is not something to be left to its own fate. Everything should be displayed in a clear and transparent way. Otherwise, many institutions will get worn down by this issue,” he remarked.

During a press conference in July, Chief of General Staff Gen. İlker Başbuğ said a new investigation would be launched into the alleged plot if new evidence emerges in the incident. An investigation carried out by the Military Prosecutor’s Office concluded that the plot was not prepared at the General Staff.

The discovery of the original copy has been seen as evidence that was obscured within the General Staff, which needs to be addressed in an investigation.

“We filed a criminal complaint against Col. Çiçek’s plot in June. We do not plan to file a new one at the moment. We are waiting for legal bodies to fulfill their responsibilities. Any plot against democracy should be punished. With the emergence of the original version of the document, the investigation has entered a new phase,” noted Bekir Bozdağ, an AK Party deputy parliamentary group chairman.
