EU to decide whether it is a global union, Turkish deputy premier

Turkish State Minister and Deputy Premier Ali Babacan said on Sunday that founder member states of the European Union (EU) would decide on whether EU would be a small union belonging to them or a global entity.

In an interview with Al-Jazeera TV channel, Babacan commented on Turkey's EU membership process.

Upon a question on France's stance regarding Turkey's EU bid, Babacan said that all EU-member states, including France, decided to start negotiations with Turkey in 2004.

Describing EU as a union of values and opinions, Babacan said, "we strongly believe that Turkey can easily share and implement the European values".

"We believe the European value does not exclude a religion or a specific ethnical origin," Babacan said, noting that European values were universal concepts such as democracy, basic rights and freedoms, power of laws and market economy.

Babacan emphasized that EU's founder members would decide whether to stay as a small community of their own or to gain a global structure by opting for Turkey's membership to the union.
