Ergenekon is a clandestine network charged with murders, bombings, attacks and plotting to overthrow the government. According to indictment in the case against the gang, a man named Hasan Akkoca wrote to the police on April 28, 2008, giving a tip-off about the plans behind the Council of State attack. According to this, a Glock shotgun used in the Council of State attack, which resulted in the death of a senior judge, had been received from individuals connected with Ergenekon in İzmir. The letter says that the İzmir Police Department had begun to closely monitor special operations officer İbrahim Şahin and retired army Capt. Muzaffer Tekin -- both prime suspects in the Ergenekon case -- about three months ahead of the Council of State attack.
The letter, included in the case evidence files, also says an İzmir police chief using the codename Engin (the real identity of whom was only disclosed as initials M.E.E.) frequently met with certain military officers. The letter also claimed that Engin had provided the attackers with the Glock used in the attack and that the weapon was first acquired by one Şemsettin Bulut, allegedly involved in arms trafficking along a route between İzmir and Mardin, on Feb. 21, 2006. The letter also said that on Feb. 24, Tekin and Ömer Şahin, son of İbrahim Şahin, met in İstanbul's Karaköy district. One day after this meeting, Tekin traveled to İzmir and met with police chief M.E.E. once again before meeting with Şahin on the same day and returning to İstanbul on Feb. 26.
The letter also said that while Tekin was in İzmir he stayed at Şahin's house in the Karşıyaka area. He also had a meeting on Feb. 25, 2006 with police officers and military officers at the Bornova District Gendarmerie Command. Akkoca also wrote that he understood the magnitude of the incident when he saw Tekin on TV shortly after Council of State hit man Alparslan Arslan was arrested on May 17, 2006 -- the day of the Council of State attack -- in connection with the killing of judge Mustafa Yücel Özbilgin. He said he shared the information he knew with the Ergenekon prosecutors.
