Korey said that although he was not prepared to fail, without Arafat's support, he would not be able to fulfill his duties as prime minister. In order to succeed, he said Israel and the U.S. would have to end their policies of excluding Arafat.
America and Europe's guarantee that Israel would implement the Road Map had been the precondition to his acceptance of the prime ministry position, he reminded.
Responding to Korey's demands, High representative for the European Common Foreign and Security Policy Javier Solana's spokeswoman Cristina Gallach stated that the union took the decision to stand by Korey and that support for peace efforts was the guarantee.
